Support Programs

Homeownership Program

The Ninilchik Indian Housing Homeownership Program (NIHHP) assists eligible applicants in acquiring a home on the southern Kenai Peninsula at a subsidized rate, facilitating access to homeownership amidst financial constraints. The program offers flexibility, including the option for NTC to carry a note, accommodating individuals with challenging credit histories. Participants are required to provide annual income tax information until home possession, maintain full coverage insurance, and fulfill property tax obligations.

Eligibility & Limitations

• Homeownership History: Must not have owned a home within the last 5 years.

• Residency Requirement: Must reside within NTC Tribal boundaries continuously for a minimum of 12 months.

• Income Tax Documentation: Provide income tax records for the past three years.

• Credit History: Submit recent credit history reports for all adults signing the contract.

• Annual Income Verification: Submit income tax information annually until home possession.

• Insurance and Taxes: Maintain full coverage insurance and fulfill property tax obligations.

• Income Limits: Must meet specified income thresholds. (see below)

Homeowner Assistance Fund

The NTC Homeowner Assistance Program is designed to support homeowners within NTC’s service area facing financial hardship due to COVID-19. It provides funding to prevent mortgage delinquencies, defaults, foreclosures, and loss of utilities for those who meet income eligibility and have experienced financial difficulties since January 21, 2020.

Payments are made directly to mortgage companies or utility vendors to cover arrears, but cannot address debts accrued before January 20, 2020, or be used alongside other federal housing assistance programs. 

Eligibility requires the household to be responsible for a mortgage on their primary residence and meet additional criteria. 

Eligibility & Limitations

To qualify, a household must meet the following criteria:

The homeowner must have experienced job loss, a reduction in household income, increased living expenses, or other financial difficulties directly or indirectly related to the COVID-19 outbreak. A handwritten or typed letter should explain how COVID-19 has impacted your financial situation.

The homeowner must be facing mortgage delinquencies, defaults, foreclosures, loss of utilities or home energy services, or displacement, with a demonstrated risk of homelessness or housing instability.

The homeowner’s household income must be at or below 150% of the area median income. The income limits are listed on page one of the application.

Modernization & Rehabilitation Program

The NTC Modernization and Rehabilitation Program assists homeowners with various repair and upgrade needs. It covers major work, such as foundation and roof repairs, as well as modifications for accessibility and additions to reduce overcrowding.

Eligibility & Limitations

• One-time Grant: Applicants can only receive the grant once.

• Grant Maximums: Up to $30,000 for homes and $10,000 for mobile homes.

• Cost Overruns: Projects exceeding the grant amount can be funded by the applicant in agreement with the project contractor.

• Lead Paint Certification: Homes built before January 1, 1978, must include a no lead paint certificate from an EPA-licensed and certified contractor.

• Income Limits: Participants must meet specified income limits. (see below)

Home Weatherization Program

The NTC Home Weatherization Program provides grants to help homeowners improve their home’s energy efficiency. Eligible projects include reinforcing skirting, installing thermal windows or insulated doors, and adding insulation, all designed to lower heating costs and increase warmth.

Eligibility & Limitations

• Grant Maximum: Projects must not exceed $2,000. Homeowners performing their own labor can use the grant entirely for materials.

• Application Frequency: Applicants can apply for the grant once every 5 years.

• Income Limits: Participants must meet specified income limits. (see below)

Snow Removal Assistance

The Elderly & Disabled Snow Removal Program provides snow plowing services to elder or disabled Native American /Alaskan Natives within tribal boundaries during winter. 

Participants must meet income criteria for NTC housing programs and have received prior housing assistance.

Emergency Housing Assistance

The Emergency Assistance Program offers vital aid to those facing housing crises like eviction or loss of essential services.

Eligible applicants must show a risk of homelessness or declining living standards. Assistance is limited to three occasions within a year, with a maximum total of $2,000 over two years. Income eligibility criteria apply.

Housing program applicants must be below the maximum and at or above the minimum limits set by funding agency policies. The income limits change seasonally so please check the most current guidelines.

Heating Assistance Program

Administered by the State of Alaska

Alaska’s Division of Public Assistance provides assistance for people facing challenges keeping their homes heated during the winter months. The program pays partial expenses of home heating costs, which is calculated based on an assessment of needs. 

One benefit is issued per season, from October 1 through April 30. For more information, visit the Alaska Department of Health’s website or call 800.478.7778.

Scattered Sites Program

(Individual Sanitation Facilities Project) 
Administered by the Alaska Native Tribal Health Consortium

The ANTHC Individual Sanitation Facilities Scattered Sites program provides eligible homes across Alaska with on-site sanitation facilities, including water supply wells, cisterns, community sewer and water service line connections, and wastewater systems like septic tanks and drain fields.
